e-Manifest User Fees Drop Again for FY 2026-2027

EPA has published its updated fee schedule for the e-Manifest system, effective October 1, 2025 through September 30, 2027. The headline: fully electronic manifests are now just $5.00 per submission; the cheapest they’ve ever been.
The New Fee Schedule

Electronic Keeps Getting Cheaper

Electronic manifest fees have dropped 37% since FY 2022–2023. Meanwhile, scanned image uploads have increased 25% over the same period. The message from EPA is straightforward: the more digital your process, the less you pay.
Who Pays These Fees?
EPA charges e-Manifest user fees to receiving facilities (Treatment Storage and Disposal Facilities or TSDs) for each manifest submitted. Generators, transporters, and brokers are not directly charged.
